OS Master Map/Vector Map Local

Data is stored as XML, and will usually be in UTF-8.

Data will be read in the encoding defined by the xml declaration, and converted to UTF-8.

All common XML encodings are supported, and custom encoding mappings can be added to osmastermapfilterencoding.csv if required.
