Data is stored as XML, and will usually be in UTF-8. Previously data was assumed to be ASCII, and non-ASCII characters common to both UTF-8 and Latin-1 were converted when read.

Data will now be read in the encoding defined by the xml declaration, and converted to UTF-8.

All common XML encodings are supported, and custom encoding mappings can be added to osmastermapfilterencoding.csv if required.
