This is the TSLBackOperation.

It is a transformation operation. The operation enables the application user to specify the priority of entities rendered in the drawing surface. Selecting this operation will cause selected entities to be draw behind other entities occupying the same extent.

The operation is invoked using an activation method and is deactivated immediately.
